The Federation Automobile d’Ukraine (FAU), also known as the Ukraine Automobile Club, is calling for the FIA General Assembly to discuss alleged violations of the governing body’s statutes by the Russian Automobile Federation (RAF). The FAU says the RAF’s conduct breaches rules limiting member clubs’ activities to their own national territory and governing motorsport authority within national borders.

FAU president Oleksandr Feldman said the club had received no response to an appeal it sent to the FIA Ethics Committee on Aug. 26. The appeal sought urgent consideration of what the FAU described as the violator’s actions. Feldman said the lack of action by FIA bodies prompted the proposal to take the issue to the General Assembly.

“We are surprised by the position of the authorised bodies of the FIA, which are trying to hush up this situation,” Feldman said. “For example, our appeal of 26th August to the FIA Ethics Committee, requesting urgent consideration of the violator’s actions, not only provoked no reaction but was left entirely unanswered. “It is precisely because of the inaction of the FIA bodies that we propose to bring this issue before the General Assembly.”

The FAU argues that the RAF has breached article 3.3 of the FIA Statutes. The article says member clubs’ activities must be limited to “the whole of the national territory.” The Ukrainian club also points to article 1.4.1 of the International Sporting Code, which recognizes one national motorsport authority as the sole international sporting power responsible for enforcing the code and controlling motorsport throughout the territory under its country’s authority.

Russia launched its full-scale invasion of Ukraine in February 2022. Formula 1 and the FIA responded by cancelling the Russian Grand Prix, which had been held in Sochi. The FIA also barred Russian competitors from participating in its competitions under the Russian flag, but dropped that restriction in August.

The FAU’s proposed General Assembly discussion follows its unsuccessful attempt to have the Ethics Committee consider the matter urgently. The source report did not specify when the Assembly might take up the proposal or describe any response from the FIA or RAF.
